Campbelltown North: developers bypass council on part of 33-tower masterplan

A visionary plan to nearly double the size of this Sydney suburb with a series of residential and commercial skyscrapers has been revived by developers calling for NSW Planning approval.

Developers behind part of an ambitious vision for a whopping 33 high-rise towers to completely revolutionise the Campbelltown skyline have bypassed a council refusal and called for the NSW Government to green-light the masterplan.

Hyside Projects Subone submitted the rezoning review application on September 4 after Campbelltown City Council failed to indicate its support for the masterplanned development proposal for six high-rise towers at 2 Farrow Rd, Campbelltown.

The site, which is north of the Campbelltown railway station, is currently home to a large warehouse facility — however NSW Planning’s 2017 Campbelltown Precinct plan earmarked the creation of a variety of housing types within walking distance of the railway station through a “range of building heights. to maximise pedestrian activity and access to rail and bus services and increase trade for local businesses”.

A planner for Hyside Projects Subone said the masterplan included a series of mixed-use commercial and residential towers varying from 20 to 36 storeys high, a civic plaza opposite the railways station and community parks with “green bridge links”.

Stage one plans earmark the construction of around 1528 homes and more than 25,000sq m of commercial, retail and community infrastructure across the expansive site.

However, planning documents suggest as many as 4911 dwellings would be constructed across nine different precincts as part of the Campbelltown North vision.

Plans also include a library and Campbelltown North community centre, a new primary school, 450 commuter parking spaces, childcare centres, playgrounds and outdoor sporting arenas, public art, outdoor gyms and co-working spaces.

“A new station plaza will connect the interchange to the wider precinct and provide community, retail and commercial functions — establishing a central place for gathering,” the planner said.

“A 450 space commuter car park will be housed within the podium in the north of the site that is sleeved by commercial and residential uses.

“In time, this will have the capacity to be converted to commercial floorspace as the future market demand dictates.”

Campbelltown City Councillors had the opportunity to review the planning proposal in a meeting with developers on July 17.

A Campbelltown Council spokesman told NewsLocal it carefully considered all planning proposals and “whether they fit in with the State Government’s Western City District Plan and Council’s Reimagining Campbelltown City Centre master plan”.

“The master plan draws on evidence-based research to provide a clear vision for the future industries and development of the Campbelltown CBD and the locations in which these should occur to realise the best outcomes for our community,” he said.

“The proposal has been modified since a presentation was provided to Council in July.

“The planning proposal will be reported to the Campbelltown Local Planning Panel for advice once lodgement is finalised. Once the panel has provided its advice, a report will be prepared for Councillor consideration.”
