Liverpool Civic Place reaches milestone at Scott St
A $400 million project to house a hotel, library, council chambers, childcare centre and plaza is set to permanently alter the landscape of Sydney’s ‘third CBD’.

One of the community’s most significant landmarks, the $400 million Liverpool Civic Place, reached a milestone today when demolition works began on the Scott St site that will house a hotel, council chambers, plaza, library and childcare centre.
Liverpool Mayor Wendy Waller said the building, to be constructed as part of a partnership between the council and Built, was one of the most significant projects in the city’s history.
“Liverpool Civic Place will anchor and activate the southern end of the Liverpool city centre, providing new public spaces, community facilities and job opportunities for our growing city,’’ she said.
“The start of demolition works sends a strong message that council is getting on with transforming Liverpool into a vibrant and exciting city to improve liveability and encourage further investment to support jobs and economic growth.”
The council-led first stage will comprise council offices and chambers, a childcare facility, library, community hub, plaza and carparking for council staff and the public.
The second and third developer-led phases feature a nine-storey hotel or student accommodation building, commercial, retail and education premises.
Built managing director Brett Mason said the project, designed by leading Australian architects FJMT, would be one of the most significant urban projects undertaken in western Sydney in the next few years.
“As both the development and construction partner, we are looking forward to delivering the first phase of this development jointly with Liverpool City Council and to provide world class public space and community facilities to Liverpool and southwest Sydney,” he said.
“This project will provide job creation and employment training opportunities.’’
Mr Mason said 350 workers would be on site at the start of construction, and 30 roles would be new construction industry graduates and apprentices.
Cr Waller said Liverpool Civic Place development was one of several council-led projects in the pipeline that would improve Liverpool’s public spaces and investment potential.
“Liverpool Civic Place is part of more than $1 billion worth of major mixed-use developments in the pipeline for the Liverpool city centre, aided by council’s 2018 rezoning to mixed-use development,” she said.
“Liverpool has emerged as Sydney’s third CBD and council is proud to play a part in transforming Liverpool into a city of opportunity.”
Sydney Western City Planning Panel approved the concept masterplan for Liverpool Civic Place in September.
Demolition and excavation works are expected to finish in the middle of next year and the first stage of works are estimated to be completed by the end of 2022 or early in 2023.
