High-rise seniors housing proposal on hold after planning panel fails to decide fate

THE application for a $45.5 million, 12-storey seniors housing development at Waitara has been deferred by the Sydney North Joint Regional Planning Panel.
The NSW Vasey Housing Association’s application for the high rise with 117 units went before the panel on September 25 and was deferred despite Hornsby Council recommending its approval.
The Waitara Ave site is now home to the two-storey Parkview Retirement Village and overlooks Waitara Oval and the newly developed Hornsby Ku-ring-gai PCYC.
However, the concept development application revealed that the proposal did not comply with state environmental planning policies for the region and called for the State Government and Hornsby Council to change the height limits.
The property is zoned as R4 high-density residential, which permits seniors housing with a maximum height of 32.5m (or 10 storeys) .
The development application proposes a maximum height of 39.3m and eclipses the height by two storeys.
Details of unit mix and layouts were not provided in the concept plan but the applicant said a potential unit mix would include 17 one-bedroom units, 90 two- and bedroom units and 10 three-bedroom units, with a maximum of 13 units proposed on each level of the tower.
The development application also proposes the possibility of a neighbourhood shop on the ground level.
A NSW Planning and Environment spokeswoman said the department could not explain the details behind the deferment until after deadline.
The spokeswoman said the reason for the deferment would be posted to the Planning Panel website on Wednesday afternoon.
