Dural seniors housing plans rejected by NSW Government
A controversial plan to see a massive seniors housing development in Dural has been knocked back by the NSW Government.

A controversial plan to see a massive seniors housing development in Dural has been knocked back by the NSW Government.
The Sydney Central City Planning Panel unanimously voted to refuse a $113 million development application, which sought the construction of 146 self-care units across eight three-storey buildings and a 74 bed residential care facility at 3 Quarry and 4 Vineys roads, Dural.
The application also included plans for a cinema, restaurant and wellness centre.
The proposal was the centre of a significant campaign against seniors development in dural, led by resident Ben Seale.
“The planning panel had no choice but to refuse this development because the developer failed to provide enough information for the proposal,” Mr Seale said.
“The fight is not over, you can see that in other locations, developers are revising plans and we don’t expect that to be any different here — we will see another assessment of these plans in February.
“The next step is seeing whether the applicant will have a new set of plan and restart the entire process.”
Mr Seale’s campaign resulted in 225 submissions against the development application from residents surrounding the property according to Hornsby Council.
A Hornsby Council assessment of the development application recommended the planning panel refuse the proposal, due to height restrictions imposed on the region.
“The proposal has not had appropriate consideration for the rural character of the area and has instead sought to manipulate the site to accommodate an urban built form and site plan in a rural area,” a Hornsby Council planner said in the assessment.
“The proposal is not only visually out of character and incompatible with the locality, but it is also contrary to the strategic planning approach.

“The intensity of development would adversely impact upon the performance levels of surrounding intersections to an unacceptable level of service and the design fails to adequately cater for necessary service vehicles such as ambulances and waste collection vehicles.”
A spokesman for developer H Investments failed to respond to the Advocates’s questions.
