A proposed plan to turn vacant grassland into a multimillion-dollar retail complex has been lodged before a Central West council.

Maas Group Properties has proposed to construct Southlakes Shopping Centre valued at $24.8 million on Boundary Rd, Dubbo, in the developing area.

The proposed facility is a single storey mixed use development with 290 car parks, featuring retail and business opportunities, a medical centre and an indoor recreation facility.

The developer argued the centre will provide a “retail and community focal point providing an important local hub for services, employment, and hospitality facilities to serve the rapidly growing residential population within Southlakes Estate and the wider Dubbo region”.

“The proposal achieves the desired character of the locality and supports the growing neighbourhood,” the developer said.

The complex would be 7,968 sqm, with the structure being split into a major supermarket, specialty stores, a gym, kiosks, and other services.

The plans suggest Coles would be the leading supermarket, operating from 6am to 10pm daily, while other retail tenancies would be subject to their own hours.

“The proposed design demonstrates articulated elevations and a high end aesthetically pleasing streetscape,” the developer said.

“(It) contributes to the character of the streetscape, considers views and vistas through design elements and provides internal amenity and outlook.

“It is our opinion the proposal is a well-designed contemporary development which will positively enhance the streetscape and maintain neighbourhood amenity.

“The proposed centre will provide a vibrant community hub and will activate the public domain surrounding the centre throughout the day and into the evening.”

The application is on exhibition before Dubbo Regional Council until October 28.
