Western Sydney suburbs stretching from Blacktown to Campbelltown, Parramatta and Liverpool will see more than $2.1 billion worth of development applications fast-tracked through the NSW Planning system — forecasting a major rail infrastructure boom across Sydney.
The new list set to be determined by the NSW Planning, featuring 13 different projects totalling $4.3 billion in economic benefit, includes a billion-dollar redevelopment of the Blacktown CBD, several freight and rail projects worth more than $388 million and a Cricket Centre of Excellence to the tune of $49 million.
The major redevelopment of the Blacktown CBD, which is expected to generate more than 2230 jobs, will see a major reshaping of the western Sydney skyline as plans for a towering skyscrapers and an expanded commercial precinct is unveiled.
While in the Cumberland local government area, the Wentworthville Town Centre will undergo a major $690 million renewal plan, also expected to change the skyline of the region.
NSW Planning Minister Rob Stokes said the 13 fast-tracked projects could create 8400 new jobs, while also focusing on major development surrounding the Crows Nest Metro Station and Sydney’s ‘Tech Central’ to be developed on top of Central Station in the controversial plans for a 40-storey timber tower by major tech company Atlassian.
The hybrid-timber tower was recently described as Austrlia’s answer to Silicon Valley by NSW Premier Gladys Berejiklian.
“This latest tranche of projects could enable the next step in Central Sydney’s technology transformation, as well as major revamps for the Kensington to Kingsford light rail corridor, a billion-dollar renewal of Blacktown CBD and a new over-station development at the future Crows Nest Metro Station,” he said.
“Improved freight rail capacity for south Sydney and Port Botany, the Narrabri to North Star section of the Inland Rail, a new educational facility in Campbelltown and a Cricket NSW Centre of Excellence at Sydney Olympic Park also make the list.”
The Crows Nest over-station development, proposed by the State Government, proposes the development of three high-rise commercial and residential buildings ranging from eight to 27 storeys high at the new Metro station precinct.
A government planner said the over-station proposal would provide for a new “mixed-use development integrated with the Sydney Metro station at Crows Nest”.
“It would respond to a number of highly demanded uses on Sydney’s north shore, contributing to the creation of additional commercial office, visitor and tourist accommodation and residential accommodation capacity in a location which benefits from excellent accessibility,” the planner said.
Mr Stokes said decisions would be made on the 13 projects, which also includes a massive expansion of the Horsley Drive Business Park Precinct and the continuation of the Badgerys Creek Quarry operation, by August 14.

A purpose built, dedicated, year-round cricket, training and administration facility to service both regional and metropolitan cricketers, to be the home of cricket in NSW. Includes facilities for aspiring junior cricketers to support sport, social, health and educational programs.
Modification to Badgerys Creek Quarry Project (Mod 4) — Liverpool
Modifications to enable the continued operation of an existing quarry in Western Sydney, providing beneficial water transfers for the construction of the Western Sydney Airport and facilitating improvements in rehabilitation and landform outcomes that would integrate with the strategic planning for the Western Sydney Aerotropolis.
Western Sydney Green Gas Trial — Fairfield
First NSW development of a hydrogen gas facility including H2 gas generation, bus -refuelling station, gas supply into the Sydney gas network and electricity generation. Prototype for future green hydrogen projects.
Warakirri College — Campbelltown
A new school for people aged between 15 and 22 with a capacity of up to 120 students
Blacktown CBD — Blacktown
Rezone land in the Blacktown CBD to B4 Mixed Use and B3 Commercial Core, increase building heights, remove floor space ratio controls and introduce incentive building

Kensington and Kingsford Town Centres — Randwick
Planning proposal to increase the building height and floor space ratio controls and
