Terrigal Church St carpark: Approval recommended for DA

A controversial development application for carpark in Church St looks set to be approved, despite the fact that some coastal views are in the firing line.

A five storey shop top housing development for the Church St carpark in the middle of Terrigal has been recommended for approval.

The DA for two shops, 12 residential units and carparking will come to the final Central Coast Council meeting for the year next Monday.

The council has received 69 submissions objecting to the $10 million development between Church Street and Hudson Lane.

The site is currently used as a much needed carpark, housing 33 vehicles.

The former Gosford City Council owned the site, however controversially sold it in 2015. Council leased the site from the owner until mid 2016 to continue public carparking, while the Wilson St carpark was being renovated, however did not extend the lease.

It remains a carpark at the discretion of the owners GMDA Pty Ltd & A J & N Baladi.

A DA for the site was initially lodged in May 2017 for a six storey mixed use development with shops and 18 residential units.

At the time there was public outcry from some local businesses and residents about chronic parking shortage, and the potential loss of another 38 carparks.

The DA has been amended three times in response to community consultation and discussions with council staff.

The amended DA includes two shops at ground level fronting Church Street, with two access points from Hudson Lane, one for five commercial carparking spaces and the second serving the Level 2 carparking area with 18 spaces.

Levels three to five will include two two bedrooms and ten three bedroom units.

Concerns raised for the DA include the loss of public parking, construction noise and dust, five storey height, decrease in land value on the surrounding area and the development not being compatible with the area.

There were also concerns raised around loss of coastal view from units/houses south of the site.

The council report stated, “Given that the site is currently vacant of any built structure, and given its location central to the Terrigal Village Centre, which is surrounded by elevated residential areas, any built form of a compliant height would reduce the outlook of surrounding properties.

“It is concluded the view loss associated with the uppermost level of the development is not

unreasonable in this instance.”
