A decision on a proposed dog boarding and breeding facility in Palm Grove which has been operating without approval has been delayed.
The Central Coast Local Planning Panel has deferred its decision on the development application for an animal boarding and training/breeding business at 604 Ourimbah Creek Road, Palm Grove.
The $10,000 DA, which Central Coast Council has recommended be refused, came before the panel after attracting 45 objections relating to noise from barking and whimpering dogs, hygiene, waste management and the unlawful running of the business.
Boarding facilities currently exist at the site, owned by K Lewis, with council stating that the business had been running without council approval up until July 2019 when council received a complaint.
Council started enforcement action and just before a fine was issued, a DA was lodged for the business which included re-use of an existing shed which is currently used as a dog breeding facility for French Bulldogs and 10 outdoor dog runs which had been built without approval. These facilities are being assessed separately.
The facility proposes to run dog breeding for a maximum of 30 French Bulldogs, with the shed to house the dogs in the evening from 5.15pm to 10am. The outdoor dog kennels will be used during the day from 10am to 5.15pm.
Council’s reasons for refusal include “unreasonable and significant noise impact” for surrounding residents as well as the location not being suitable for the facility.
The panel has delayed its decision to obtain a second acoustic report and has given the applicant three weeks to provide plans on how to mitigate the noise concerns.
