Avoca Beach ‘caravan park’ plans: revised version open for comment

It was first lodged in 2017 and now the sixth version of the proposed caravan park in Bowtells Drive, Avoca Beach, is open for public comment. See how the plans have changed.

The contentious ‘caravan park’ DA on the shores of Avoca Lagoon has been lodged with Central Coast Council for the sixth time.

Residents have until April 1 to respond to the Lake View Village plan for a 2.7 hectare site just off Round Drive, Avoca Beach, which operated as a caravan park for more than 50 years.

The $20 million proposal, known as Lake View Village, has been scaled down to 57 long term sites, including two storey manufactured houses, and five short term caravan sites along with an increased setback from the lagoon.

The caravan park has been inactive for many years and has internal driveways and a mix of approximately 121 (powered and unpowered) caravan/camping sites.

Plans to significantly upgrade the site have met with objections from surrounding residents relating to noise, traffic, privacy, overcrowding and flooding impacts.

The application was initially lodged in 2017 and has undergone a series of changes from an 80-home estate to 86 long term and 15 short term sites.

In September 2018, the proposal was reduced to 58 long term “movable dwellings” and nine short term sites for caravans — in a project described as “a caravan park”.

In 2019, the DA was again scaled down to 57 long term sites and five short term.

A major difference in the latest iteration is the change from a 10m setback from the Avoca Beach lagoon foreshore to a 15m setback.

The DA also includes a two storey office building, tarmac road in the site and 15 visitor parking spaces. The owner plans to keep 68 per cent of the site as communal open space.

The latest proposal also includes updated reports on flooding, tree removal, stormwater and noise.

The owners of the site were granted approval to do a major redevelopment of park in 2009 which included 16 long term sites, 98 short term and seven camping sites.
