A Canberra schoolteacher had been drinking at a school formal when she posed for an “inappropriate” photo with students while making obscene lesbian “pussy mouth” gesture.

The female teacher’s use of a fellatio gesture at the otherwise family-friendly function is detailed in secret internal ACT government documents, and prompted a suggestion that teachers be banned form drinking alcohol at school functions.

An investigation report, obtained under Freedom of Information laws, reveals the teacher’s fanciful explanation for making the sexual gesture the photo with students.

The teacher said to investigators she thought her might have been innocently imitating Kiss singer Gene Simmons.

A government investigator rejected the excuse, because the students had only just finished singing along to Cardi B song “WAP”, which features vulgar lyrics such as “bring a bucket and a mop for this wet ass pussy” and “give me everything you got for this wet ass pussy”.

The teacher told officials other people were making “inappropriate gestures” in photos on the night, but a review of all photos taken by the event’s official photographer found no other pictures of school staff making sexual gestures.

The investigation found: “(The teacher) breached (government rules) by using a gesture that has a sexual connotation in a photo with students at a school event, in which students and parents are in attendance.”

“A reasonable person would find it implausible that (the teacher) did not know the sexual connotations associated with the gesture.

“The teacher failed in (her) obligation to maintain a professional relationship as a teacher with students in (her) care.”

The teacher’s conduct also did “unacceptable damage to the esteem and reputation” of the school when the photo was published on a public website, the details of which have been redacted from the documents.

The teacher was issued a formal warning about her conduct and was told she must avoid committing acts of “sexual misconduct” in the future.

“A key aspect of your duty as a teacher is to ensure that you act in an appropriate manner with students,” an unnamed senior bureaucrat wrote to her.

The teacher remains working at a Canberra school, and her case is one of dozens which have been kept under wraps by the ACT government’s secretive handling of misconduct cases.

The ACT Education Directorate did not respond to questions by deadline.
