Ali Hassan Bilal: court documents reveal threatening phone calls

A 20-page court document gives insight into the threats and dealings of one of Canberra’s top underworld figures.

Ali Hassan Bilal, 50, is charged with using a carriage service to threaten to cause serious harm; recklessly threatening to cause harm to a Commonwealth official; failing to comply with an order made by a magistrate and nine counts of using a carriage service to menace harass or cause offence.

Police allege the Woollogorang NSW man is the ACT President and National Sergeant-At-Arms of the Rebels outlaw motorcycle gang.

When he last appeared in court earlier this month an extensive 20 page statement of facts was tendered to the court.

The document contains graphic transcripts of key phone calls between the top bikie, his associates and alleged victims dating to January 2021.

We take you through a deep dive into the secret conversations between Ali Bilal, his associates and the people he menaced.

‘You’re going to spend a week in hospital when I’m finished with you.’

A recorded phone conversation from January 19 last year between Bilal and another man captures the top bikie threatening to seriously injure him.

“I’m going to punch your f**king head in c**t, where are you now f**khead?” Billal allegedly said.

“I’m going to stomp your f**king head in now, you’re going to be sorry when I’m finished.

“You’re going to spend a week in hospital when I‘m finished with you.

The other man said he was sorry and asked him what he did.

This led to another expletive laden tirade and eventually Bilal said “don’t even speak my f**king name again.”

“Twenty four hours you got to get the f**k out of my state otherwise I’m going to shoot you.”

‘Call me mate one more time …’

Only a few days later at 9.54am on January 25, police captured another conversation, this time with the same man and a second man.

After the second man said “I haven’t done anything wrong mate, so I don’t know what’s going on” Bilal went on an anti-mate tirade.

“Yeah mate, don’t you call me mate, call me mate one more time …” Bilal said.

“You f**ked my family behind my back, you f**king disrespectful aussie c**t. You f**king grub.

“Everything I‘ve built for youse you piece of s**t, you think you can f**king just back this c**t bring him to dinner, play happy families, you c**ksucker after he f**ks me you piece of s**t. what morals have you got you c**k.

The second man said mate again trying to calm down the bikie boss.

“Call me mate you mother f**cker i’ll give you f**king mate,” Bilal said.

The first man then interjects: “Al, hey, listen,” leading to another outburst.

“Al? you call me Al you mother f**ker,” Bilal said.

Shortly after this conversation police intercepted another conversation between the first man and Bilal at 9.56am.

The first man tells Bilal his associate was an “idiot” who “doesn't know how to talk.”

Bilal replied: “That’s all right bro. all good. Its all good bro. You wanna put innocent people in harm’s way no worries.”

“I’m happy to f**king sort this one out and I‘ll do it personally,” he said.

The man later pleads with Bilal “bro, please don’t bro. I let the league down brother all right.”

“I f**ked up. I’m sorry, I'm begging you bro. If I had walked away, my brother, I‘m not walking away from you.”

Bilal responded: “It’s not about walking away you keep forgetting it, brother. It's about what you did, brother, and how you did it, brother.”

“D‘you like that word ‘brother’ after every word ‘cause that’s what you usually say, brother, and now you call me on a normal Telstra phone, huh? why’s that, bro?”

After the man apologises Bilal says “I don’t give a f**k who hears this conversation, bro.”

I’ll send you back to the hospital …

On May 4 last year, Bilal was allegedly recorded by police speaking to a third man.

The man asks about a Snapchat being sent to him while he was at hospital and asks Bilal what it said.

Bilal said the message told the man to “go f**k yourself.”.

Bilal then tells the man to go to the office, to which he responds “I have just got out of the hospital”.

Bilal then says “Come to the office, I’ll send you back to the hospital you c***sucker. You are better off staying there.”

The transcript states the man laughed at this to which Bilal says: “Laugh you little c**t … keep laughing you f**king little slut. Don’t worry, it's all right.”

‘I’m the President of the Rebels here in Canberra mate …’

Later that month on May 25, police recorded a conversation between Bilal and a fourth man where he introduced himself.

“My name is Ali. I’m the President of the Rebels here in Canberra mate, how are you going?”

Bilal asked the man if he knew who he was and then said “okay, I've got a problem because I had a company … and somebody owes me $22,000 and I'm trying to work out how to go about it at the moment. Whether to do it professionally or whether to start chasing people that owe me money.

“Which do you prefer?”

The man said he would chat to another person about this and then Bilal replied “you’re the person that asked us to do the work so we’re doing it. So I’m gunna come after you first.”

The man then said “Yeah righto mate” and then Bilal asked “have you got $22,000”

“No I don’t” the man replied.

“OK well you better f**king find it before I f**king find you.”

‘I’ll show you what power I’ve got …’

During a conversation intercepted by police on June 26 Bilal allegedly threatens a woman.

After the woman asks to tell Bilal “the actual story first” and get an unnamed man to call him the bikie says “I don’t want to speak to him”

“I’m going to f**king kill this c**t and I'm going to make you watch.

“You’re going to learn what I’m about tonight, just tell him to meet me.

“In fact, I don’t even need to be there, I’ll show you what power I‘ve got and what I haven’t.”

Later in the conversation Bilal tells the woman “I’m going to f**k him, his mother, his father, I’m not going to leave anybody tonight. Watch me.”

Another phone call between Bilal and the woman occurred later that night.

The woman asked the bikie to listen to her side of the story.

Bilal responds: “No it’s all right. I’ve already spoken to ‘em.

“They’re looking for him now, don’t worry.

“The instructions on the phone is I want this c**t dead tonight, there you go.

“I don’t give a f**k who’s listening.”

Bilal ends the conversation by telling the woman not to contact him again.

Shortly after this conversation police intercepted another phone call between Bilal and John Wright aka John Winchester.

Wright is alleged to be the ACT vice president of the Rebels and is before the court on unrelated charges.

During the conversation, Wright says “I’ve got old mate … he says he’ll have his co-ordinations in an hour “

Bilal allegedly said “This c**t’s running around putting me on the dog in front of other people.”

‘You’d still be on the streets of Queanbeyan if it wasn’t for me.’

On August 12, police allegedly intercepted another phone call with a fifth man.

At one point in the conversation Bilal said “I will put you in a f**king hole … I don’t give a f**k who’s listening” to the man.

Later in the conversation Bilal says “You’d still be on the streets of f***ing Queanbeyan if it wasn’t for me.

Bilal was also allegedly recorded saying “this family doesn’t operate like that. You’re family or you’re a f**cking enemy and I’m going to make sure you f**king get the full rifle of it.

“So you make a quick decision on what f**cking way you want to be bro.”

‘Today you’re going to learn a lesson …’

On August 17 at 10:04am, a conversation with a sixth man was allegedly intercepted by police.

Bilal allegedly said “I’m going to teach you a lesson, c**t.”

“Today you’re going to learn a lesson. You’re going to make me look like a gronk in front of my wife? In front of my daughter, you f**king c**ksucker?” he said.

“One minute I‘ve got approval, the next minute you’re making me jump through hoops.

“Today you’re going to learn a lesson”

“I hope they are listening”

The statement of facts allege on December 16 2021, Bilal attended the ACT Magistrates Court for an unrelated matter involving John Wright.

During that court proceeding, Mr Wright’s bail conditions were changed prohibiting him from communicating with Bilal.

However at 6:37pm the next day a phone call between the two men was intercepted by police.

“I will knock the c**t’s head off in court,” Bilal allegedly said during the conversation.

Wright reportedly said “nup, nah ha” before Bilal said “you think I‘m joking?”

Wright replied “I know you’re not but like its bad enough one of us having … the thing is what we have set up with the dogs and everything everyone has worked on.”

“And I hope they are listening the f**king c**k suckers,” Bilal said.
