Renowned neurosurgeon Dr Charlie Teo’s bold vision for a world-first brain and spinal institute in Blacktown is one step close to becoming reality.

Blacktown Council has this week revealed plans for the sale of its Flushcombe Rd administration building to make way for the $800 million Blacktown Brain and Spinal Institute (BBSI).

Residents are invited to have their say on a proposal to sell the parcel of prime real estate in the Blacktown city centre and shift the council’s administrative centre and neighbouring Leo Kelly Blacktown Arts Centre.

The groundbreaking development is planned to include the medical research institute, a

private hospital, a five-star medi-hotel, retail space and residential apartments, which was initially pitched to open as early as 2023.

The revolutionary institute would be the possible home base of acclaimed brain surgeon Dr Teo and would be dedicated to neuroscience and neurosurgery.

Blacktown Mayor Tony Bleasdale said the plans would be a major leap forward in the redevelopment of the Blacktown city centre.

“The Blacktown Brain and Spinal Institute will bring hundreds of millions of dollars investment into our city and at the same time, council will be able to develop a landmark administration and cultural centre,” Mayor Bleasdale said.

The BBSI will be a world leader in medical research, practice, treatment and recovery, catering for surgeons, patients and their families from Australia and overseas.

Speaking at the announcement of the institute in December 2019, Dr Teo said it would be founded as his “dream hospital”.

“It will deal with all diseases of the brain, mental illnesses, neurological and neurodegenerative disorders as well as structural abnormalities such as brain tumours,” Dr Teo said.

“It is going to be a centre of excellence not just for neurosurgery but for all neurological brain conditions.

“Wouldn’t it be great if Blacktown was the hub and centre of excellence for the treatment of all brain disorders. My job is to make sure that vision is maintained.”

Mayor Bleasdale said the project marked an exciting development for Blacktown City.

“BBSI would be one of the most significant investments ever in Blacktown City, with an estimated total construction value of $800 million,” Mayor Bleasdale said.

“We believe the project will attract hundreds of millions of dollars of capital investment, hundreds of long-term, highly skilled and support jobs, and millions of dollars of medical research, as well as contribute greatly to the rejuvenation of the Blacktown city centre.

“It will also provide facilities to support international medi-tourism which in turn has the potential to generate income from overseas, assisting the NSW economy.”

The sale of the current council administration building will provide funding for the temporary relocation of some council administrative staff.

It will also enable the eventual planned move to new purpose-built administration offices in the CBD, and facilities for a new Leo Kelly Blacktown Arts Centre.

Blacktown Council has proposed to sell the former WSROC building, surrounding car park, Leo Kelly Blacktown Arts Centre and part of the adjacent Kmart Blacktown carpark as part of the redevelopment.
