A notorious sex offender dubbed the “playboy rapist” has told a court he will be suing the state of NSW for $20 million, claiming to have “irrefutable evidence” that he was tortured in jail.

Simon Monteiro was sentenced to 11 years in prison in 2009 over the violent rape of a Sydney woman in 2007.

The former model was nicknamed the “playboy rapist” for bragging about his glamorous life in which he claims to have had relationships with singer Mariah Carey and actress Barbara Hershey.

Monteiro faced the NSW Supreme Court on Tuesday in his fight to overturn his extended supervision order (ESO) – a provision that strictly controls his movement within the community.

He has always maintained his innocence and argues the order should have never been placed on him.

In court Tuesday he told Registrar Jennifer Hedge that he would be amending his statement to the court to sue the state of NSW for $20 million.

“Do I think this court is going to award me $20 million? No. But they could easily award me 12,” Monteiro said.

In a longwinded rant, Monteiro said he had “irrefutable evidence” he was tortured by corrective services “both in and out of the community”.

“One of the things they did was keep me in minus degrees with wet bedding and clothing,” he said.

He also told Registrar Hedge if it wasn’t for the ESO, he could “easily” be making $5000 a week if he was allowed to work and said he only had $4 in his bank account.

“Madam registrar I cannot eat. I’m about to have my car repossessed. What do I do go and sell drugs?” he asked.

Registrar Hedge cut off the rant, asking him to “please” stop making comments irrelevant to the court matters at hand.

“I mean, it really is unnecessary and it just delays and prolongs the time here,” she said.

“I appreciate you’ve got issues, but it doesn’t help anything.”

Monteiro then accused Registrar Hedge of “rolling her eyes”.

“You rolled your eyes when I said I’ve got no money to eat. You know, that’s not very nice,” he said.

“I don’t think I did roll my eyes. But we won’t debate that. It’s not a nice situation at all,” Registrar Hedge replied.

“Well that was genuine,” Monteiro said sarcastically.

Monteiro also told the court he would be writing to NSW parliament to request a Royal Commission into the “entire Supreme Court”.

“Because this place is out of control,” he said.

“Well that’s a matter for you,” Registrar Hedge responded.

He will return to court on June 13 before his hearing in July.

Last month, Monteiro told a judge he would take his own life if he continued to be under the ESO.

“Stevie Wonder can see that the way that I’ve been treated,” he said.

“It’s not in the public interest if I go and neck myself at the end of all this. I want the public to know how their money is being abused and misused.”
