LORD Mayor Clover Moore will today unveil a plan to make Sydney “resilient” to terrorism, cyberattacks, housing affordability and a financial crisis’ — with one solution to the complex issue being to increase “cohesion and wellbeing”.
The strategy for “city resilience” has been worked on for two years with the council even appointing a “Chief Resilience Officer” to oversee planning.

“Every resident and organisation in Sydney has their part to play in making our city more resilient, whether it’s getting to know your neighbours or preparing your own emergency plan,” chief resilience officer Beck Dawson said.
Lord Mayor Clover Moore will join mayors from around Sydney today to launch a new plan that outlines five actions for Sydney to be “resilient”.
Ms Moore wants every council in Sydney to adopt a “resilient growth target” and a “cool suburbs” target to measure extreme heat, which she claims it “rated as one of Sydney’s biggest threats”.
The plan also include a five per cent increase in “community cohesion” in five years, making 100,000 Sydney resident download an emergency app and getting 100 organisations to have “resilience plans”.
Australian Red Cross and Insurance Australia Group are launching an app to help residents develop an emergency plan.
The City of Sydney says the top “acute shocks” that are a “threat” to Sydney include extreme weather, terror attack, cyber attack, disease pandemic and a water crisis while “chronic stresses” include inequity, drug abuse and social cohesion.
The program was sparked by the City of Sydney winning a place in the 100 Resilient Cities initiative founded by the Rockefeller Foundation.
