Police have alleged paramedic Steven Tougher was stalked before he was killed in a ‘frenzied attack’ by Jordan Fineanganofo outside a McDonald’s in Campbelltown on Friday.

The man accused of killing a beloved paramedic in broad daylight on Friday allegedly stabbed him 50 times after “stalking him” in a Campbelltown car park.

Police allege Jordan Fineanganofo stabbed 29-year-old Steven Tougher in an “unprovoked” and “horrific” attack outside a McDonald’s restaurant about 5am.

According to the police statement of facts, Fineanganofo pulled up next to Mr Tougher’s NSW Ambulance vehicle, “stalked him” for 30 seconds before stabbing him in a “frenzied attack”.

Police allege 21-year-old Fineanganofo stood over Mr Tougher, the pair wedged between his car and the ambulance as he stabbed the paramedic.

According to police, onlookers who tried to stop the attack, some by negotiation and others by kicking at Fineanganofo, were all unsuccessful.

Mr Tougher was “completely defenceless” by this point, police allege.

Fineanganofo, 21, was tased at the scene and arrested, before he was taken to hospital for mental health treatment. He was charged with murder later Friday night.

Police, in the documents asking for Fineanganofo to be kept in custody on remand, said he is a “serious risk to society” and labelled the attack “horrific”.

Fineanganofo was diagnosed with psychosis in 2021, according to court documents, but has never been medicated for his condition.

Fineanganofo’s case was mentioned in Parramatta Bail Court on Saturday morning. He did not appear before the magistrate, with his lawyer Javid Faiz telling the court his client was not applying for release.

Outside court Mr Faiz said Fineanganofo - despite his condition - was aware of the serious crime he was accused of.

“I’ve explained the offences and he is fully aware of the gravity,” Mr Faiz said.

“Police are currently at his bedside due to his mental health issues.”

The matter was adjourned to June 28.

After Fineanganofo’s court mention, his devastated dad said the family was “broken”.

“We just want to say we are so sorry to the family and for what has happened.

We can’t say anymore,” Fineanganofo’s father told the Sunday Telegraph from their southwestern Sydney home.

Meantime a makeshift memorial was set up outside the McDonalds and by Saturday morning scores of flowers adorned its fence.

Some were from members of the public with no connection to Mr Tougher, others were from fellow emergency service workers who draped a NSW Ambulance hat and stethoscope over the shrine. One bunch of flowers has been laid by staff at a neighbouring KFC.

Hundreds of people in the NSW Ambulance community turned their social media profile to a black ribbon with the words “In our hearts” as others posted touching tributes.

On the ground, a paramedic crew from Wollongong travelled to Campbelltown on Friday night to cover a understaffed roster left by devastated colleagues of Mr Tougher.

After they were thanked by the radio operator for their help a female officer responded in tears with: “Anything for our ambulance family”.
