New laws to target teenage terror suspects to be rushed through parliament

NEW laws to put terror suspects as young  as  14 under control orders will be rushed back into Parliament after they lapsed when the Prime Minister called the double dissolution ­election.

Nearly a year after Curtis Cheng was executed outside the NSW Police Force headquarters in Parramatta by a 15-year-old schoolboy, terror laws aimed at teenage terror suspects have still not passed ­Parliament.

Farhad Khalil Mohammad Jabar, the 15-year-old boy, was shot and killed in the aftermath of the attack on October 2, 2015.

Harun Causevic, an 18-year-old arrested over the alleged Melbourne Anzac Day terror plot was placed on a control order after charges against him were dropped.

The Federal Circuit Court ­recently varied the order so that Causevic would no longer have to wear an electronic tracking device.

The Sunday Telegraph first ­revealed in September 2015 the government was preparing a new wave of anti-terror laws to subject 14-year-old terror suspects to control orders.

Just weeks later, NSW Premier Premier Mike Baird backed the ­reforms in the wake of the murder of Mr Cheng outside the NSW Police Force headquarters in Parramatta and signalled NSW would also allow police to hold suspects for up to a fortnight without being charged.

But Attorney-General George Brandis is expected to reintroduce the laws when Parliament resumes next month and is hopeful they can be passed quickly because Labor has ­indicated in-principle support.

The laws will also create an ­offence of “incitement to genocide’’ in Australia for the first time.
