Controversial brain surgeon Charlie Teo has unveiled his plan for a $1 billion world-class Brain and Spinal Institute in the heart of Blacktown.

Controversial brain surgeon Charlie Teo will unveil his plan for a $1 billion world-class Brain and Spinal Institute in the heart of Blacktown on Thursday.

The plan has the backing of Blacktown Council and will include a new private hospital, five-star medical hotel and a residential, retail and commercial precinct.

It is move follows recent allegations of inappropriate behaviour directed at the surgeon, which he firmly denies and has referred to his lawyers.

Dr Teo’s world was further rocked in October when his daughter Nicole was involved in a crash that left a former bikie boss fighting for life in hospital.

For the hospital proposal, Dr Teo has joined forces with US brain surgeon Dr Michael Sughrue and Sydney developers Leny Manassa and Carlo Logiudice.

“I want a centre of health that doesn’t feel like a hospital at all,” he said.

“I want a place that feels pleasant, almost like a vacation.”

Dr Teo said he dreamt of making Blacktown a “home to global excellence” and offering the community “hope, health and success”.

Blacktown mayor Tony Bleasdale said the council had agreed in principal to sell the current Blacktown Council Administration Centre site in the heart of the CBD to the consortium for a confidential price.

“I can tell you it will be at the right price,” he said.

Mr Bleasdale hailed the proposal as a great job-creating opportunity for Blacktown, which would also fund new administration offices.

“It will be a wonderful addition to our city and Western Sydney in general,” he said. “Blacktown City Council is right behind this project, led by Charlie Teo.”

Developer Mr Manassa said the consortium was in discussion with global and local institutional investors to fund the hospital. They include infrastructure investors, real estate businesses and private funders.

“Front and centre is the delivery of Charlie Teo to Blacktown,” Mr Manassa said. “We would like to have the hospital completed by 2024.”

University of Oklahoma-based Dr Sughrue said the proposal would create a groundbreaking new way of treating patients.

“It’s the 21st Century neuroscience hospital where, from the ground up, it’s designed by experts, by doctors. Doctors who actually practice.

“Aimed at getting advanced treatment to patients quicker, integrating research, cutting edge ideas. Also, making a hospital that makes sense, not another 1860s model hospital.”
