Proposed development at Hill St, Clifton Springs plans to bring new housing to ‘under-utilised area’

Developers are aiming to revitalise an “under-utilised area” in Clifton Springs by replacing one home with 15.

Located at 20-22 Hill St, the proposed development is in a relatively quiet neighbourhood, surrounded by single-storey houses within a typical general residential zone subdivision of the 1970s, according to the planning report.

The block is currently home to a single-storey dwelling, planning permit application documents lodged with Geelong council show.

The application seeks to subdivide the existing lot into 15 individual lots and construct 15 single-storey dwellings.

The proposed development is estimated to cost $3m.

The applicant of the planning permit, Another Dimension Building Design, earmarked Hill St in Clifton Springs as a “perfect candidate for subdivision/development to provide affordable housing solutions in the current housing shortage crisis”.

According to the planning application documents from the applicant, they say that the land is under-utilised in its current form.

“The development is designed to offer a variety of diverse housing types for the ever-growing Clifton Springs area and further enhance the contemporary lifestyle for families, elderly downsizing, first home buyers or others looking for a change in scenery,” it reads.

The proposal is broken up into six different types of housing.

These include six units that would feature three bedrooms and a double garage, four units with three bedrooms and a single garage and car space, and two units which would have four bedrooms and a double garage.

To ensure a planning permit achieves best practice for environmentally sustainability, applications are measured by a built environment sustainability scorecard (BESS).

BESS looks at a range of factors that affect the natural environment as well as the wellbeing of building occupants.

BESS includes water, energy, stormwater quality, indoor environment quality, transport, waste, urban ecology, building management to support these and innovation.

According to a BESS, the overall score of the sustainable design commitments of the proposed Hill St development is 51 per cent.

Where BESS is used, proposals are required to meet ‘best practice’, which is defined as an overall score of 50 per cent or higher.

Public comment on the application will close on March 29.
