2Day FM has been accused of routinely exploiting children and the disadvantaged for ratings in a submission to the media watchdog investigating The Kyle & Jackie O radio rape scandal.

Legal experts claim the use of underage participants in "shock tactics'' like the now infamous lie detector stunt exposed the station's history of exploiting the vulnerable.

The Law Society of New South Wales Young Lawyers' said a series of stunts by the breakfast program, called the Heartless Hotline, "demonstrated a pattern of behaviour that involves the exploitation of the disadvantaged for the entertainment of others.''

In particular, a stunt on April 3 this year where the mother of five special needs children were denied Royal Easter Show tickets after another "heartless'' listener called in to claim them.

The conditions of the children were explained to listeners and included: one child who suffered from a heart condition, two suffered from ADHD and another had severe brain damage and cerebral palsy.

The mother and caller were "provided with the opportunity to bicker with each other while the hosts questioned the contestants and prolonged the segment for several minutes.''

The report also detailed the examples of the show's promotion which claimed to raise $150,000 for the family of a disabled boy, but only $50,000 was initially collected.

Kyle Sandilands latest comments to cause offence regarding Magda Szubanski losing weight in a concentration camp were also cited as an example questioning "the appropriateness of humour relating to the suffering of disadvantaged groups.''

The submission from the Young Lawyers' Communications, Entertainment & Technology Law Committee was among 47 to the Australian Media And Communications Authority who launched an enquiry into live entertainment radio programs and the adequacy of community safeguards for the protection of participants.

It followed community outrage over a segment broadcast on August 2 with Kyle and Jackie O where a 14-year-old rape victim was quizzed about her sexual experiences during a live lie detector stunt.

Child protection advocates have called for minors to be safeguarded by tougher legislation governing live radio broadcasts.
