Glaring detail missing from picture of ADF chiefs

Anthony Albanese has taken an unusual step to bolster Australia’s defence, but one thing was missing from the announcement.

A complex strategic environment has led to the extension of three of the military’s most senior leaders, the acting Prime Minister has said.

But Richard Marles, who is also the Defence Minister, has brushed off questions on why none of the promotions went to women in senior levels of the military.

Mr Marles announced on Tuesday that Defence Force chief General Angus Campbell, vice chief Vice Admiral David Johnston and chief of joint operations Lieutenant General Greg Bilton will all remain in their posts.

Speaking to reporters in Canberra, Mr Marles said the unusual step of extending the terms of the three men was to ensure continuity.

“It is fair to say that this was not the initial thought of defence. I said that because we are mindful of the size of the ask we are making on these three individuals,” he told reporters in Canberra.

“These are really big jobs. And to accept the burden of responsibility in doing those jobs for an additional two years is a very significant undertaking.”

General Campbell was appointed as ADF chief in 2018 by former prime minister Malcolm Turnbull. General Campbell’s term was due to end in July.

The last defence chief to have their term extended was Angus Houston in 2008. He was reappointed for another three years by Kevin Rudd.

Rear Admiral Mark Hammond will become the chief of navy, Major General Simon Stuart will become the new chief of army and Air Vice-Marshal Robert Chipman will become chief of the air force.

The three men were promoted to serve four-year terms.

Mr Marles said the men appointed were the best people to lead the Defence Force but noted there was work to be done to improve diversity.

“Ultimately, the decisions have been made against the backdrop of who we believe are the most capable people to fill these roles,” Mr Marles said.

“There is not gender equality in terms of the number of representatives in the Defence Force right now.

“There are rising number of women within Defence Force. In due course, we need to see that filter through to our most senior leadership.”
