146 Queenslanders playing pro rugby, but most have left: QRU wants change

One of Queensland rugby’s most powerful figures has called for the introduction of player development bonuses to compensate the state for punching above its weight in producing talent for the global game.

An investigation into the distribution of Queensland’s professional rugby union ranks has revealed that 80 per cent of the Sunshine State’s professional players have left the state to continue their rugby careers.

An analysis of the 2024/25 playing rosters of 109 elite clubs across Europe, North America and Asia-Pacific has uncovered that 146 Queensland juniors are playing professional rugby yet only one-in-five remain locally.

The Queensland Reds have retained 30 local pathway talents while a further 25 have signed interstate with the Brumbies, Western Force and Waratahs.

That domestic figure is dwarfed by 91 Queensland juniors who have flocked overseas to take up professional opportunities.

Queensland Rugby Union general manager, high performance Sam Cordingley said the cost of developing local talent was “becoming unsustainable” against an increasing level of investment from overseas clubs.

“Queensland can’t stop recruiting and developing ... however, this doesn’t come without a significant cost to the QRU, and it’s a cost that clearly other clubs are profiting from,” Cordingley said.

“I’ve long been an advocate of models that incentivise and reward player development. Ireland, England and France all have varied models that incentivise the development and retention of elite talent. This is something that needs to be considered in Australia, NZ and the Pacific Islands.”

Japan has emerged as the overseas destination of choice for Queensland’s rugby stars with 44 players signed across 18 clubs in first and second division.

French clubs have signed 25 Queenslanders, while the United States’ fledgling Major League Rugby competition has recruited 10.

Foreign Super Rugby clubs have signed five products developed in Queensland while Ireland (two) and Italy (one) account for the remainder.

In a concerning development for Rugby Australia, the draw of foreign contracts is being felt younger and more intensely than ever before.

Just 27 per cent of the Queenslanders signed overseas are veterans aged 31 years or older – bucking the trend of experienced former Wallabies cashing in on their twilight years.

More than half – 55 per cent – are players in their athletic primes aged between 24 and 30 years old.

But the raid on Australian talent is not just confined to Super Rugby or Hospital Cup battlers whose Wallaby dreams have passed them by.

The remaining 18 signed overseas are aged 23 or under and were signed directly out of Queensland’s junior pathways.

The case of giant Churchie schoolboy Sio Kite, signed by France’s La Rochelle earlier this year, attracted outrage but French Top 14 clubs already had seven Queenslanders under the age of 21 on their 2024/25 rosters.

That includes Australian Schoolboys props PJ Poutasi (Montpellier) and Lehopa Leota (Racing 92), Australian Schoolboys centre Miracle Tangata (Lyon) and Australia Sevens U18 back Toshi Butlin (Pau).

Stade Francais prop Braxton Asi, 20, only reached the Queensland Schoolboys level, while towering Brisbane Boys’ College graduate Ted Condon, 22, was signed by Toulouse without ever making a state-level team in Queensland.

World Rugby’s current player eligibility laws mean these youngsters can qualify for their new nations via residency within 60 consecutive months of registration to their clubs.

16 Queenslanders, including Emmanuel Meafou (France), Tom O’Toole (Ireland), and Jack Cornelsen (Japan), are already a chance to haunt the Wallabies at the 2027 Rugby World Cup on home soil as capped internationals for their new homes.

Future World Cup campaigns are at risk of even greater friendly fire as generations of Wallabies prospects head for the exit over blocked paths to professional rugby at home.

Cordingley would like to see Queensland compensated for its contribution to the global player pool.

“I recently spent time at some European clubs. The levels of investment into the (youth) program dwarfs our current capacity,” he said.

“It’s economies of scale--they are highly resourced programs, high number of staff and players and they create a strong sales pitch to young players, their parents and player agents. These clubs are incentivised to develop.

“World Rugby’s regulation 4.7 provides a mechanism for clubs to acquire a fee for developing players who are recruited by overseas clubs. But we are now seeing players who are departing prior to the age threshold.

“Historically, claims have been difficult to enforce and the claim values themselves haven’t evolved with the global market. France and England have developed their own incentivisation models. Perhaps that’s the direction we need to head.”

Former Reds assistant Mick Heenan, who coached University of Queensland to 10 Hospital Cup grand finals in 14 seasons, said the opportunities for players to go global were greater than ever before.

“The reality of Queensland rugby is it’s only one professional team,” Heenan said.

“It’s probably a step in the direction of world football. You’ve got clubs in France and England that have the money to throw at academies that we simply can’t compete with here.

“There might be a benefit in it that some of these guys have gone over there and maybe we’ll get them back after four or five years of development and exposure to the northern hemisphere.

“So there might be a dividend later on, but we’re never going to be able to compete for 15 and 16 year old level because the economics of the sport just don’t add up here.”
