Tasmania has poached one of Victorian racing’s key integrity personnel.
Victoria’s Racing Integrity Commissioner Sean Carroll has announced his resignation to become Tasmania’s first Racing Integrity Commissioner.
Carroll, who replaced Sal Perna, was appointed as Victoria’s Racing Integrity Commission in March 2021.
A former policeman Carroll was previously the head of Integrity and Security at Cricket Australia, developing an integrity framework for that sport.
Carroll also conducted an independent review into abuse of stable workers and the Victorian racing industry’s processes of dealing with complaints.
Carroll will start his duties in Tasmania in mid-December, days after concluding his Victorian stint.

The Tasmanian Government moved to establish the Racing Integrity Commissioner’s office after the passing of its Racing and Regulation and Integrity Bill in September.
As part of the legislation, the Tasmanian Government will move the Office of Racing Integrity back into Tasracing after formerly being part of the Department of Natural Resources and Environment.
The Tasmanian new racing structure will come into effect on February 1 next year.
The state government also introduced legislation giving the Racing Integrity Commissioner stronger powers than Victoria.

“Mr Carroll will have extensive powers to set integrity and animal welfare standards and comprehensive investigatory functions across all three codes of racing in Tasmania – harness, thoroughbred, and greyhound,” Tasmanian Racing Minister Jane Howlett said.
Carroll said the opportunity to start from scratch and implement the reforms to Tasmanian racing’s integrity framework presented an attractive challenge.
“The opportunity to shape and deliver the largest integrity reforms in decades through the Racing Regulation and Integrity Bill is one I welcome,” Carroll said.
“This model is based on evidence and industry best practice, and I look forward to my role in its implementation.
“Getting out and meeting with participants and industry across all the codes and gaining a better understanding of their needs and challenges will be my key focus.”
