The retail and dining complex proposed for the Keperra quarry site is not designed to compete with the adjacent Great Western Super Centre, says the company behind the plan.
Lan Keperra Pty Ltd has lodged a material change of use application for a 1829sq m complex at 1004 Samford Rd, Keperra.
The application said Keperra Quarter was designed to meet a need for “small-scale dining precinct, retail village and social meeting place” in the area.

It said the proposed centre would complement the established role of the adjacent Great Western Super Centre and would not impact on the Transit Orientated Development proposed for Ferny Grove.
“Keperra Quarter does not have or intend to take a role or function to provide
higher order retail including supermarkets, comparison shopping and specialty
shops, large format retail, hotels and taverns, cineplexes or the like,” the application states.
“The proposal is also not designed to accommodate service stations, vehicle repairs,
or drive-through food and drink outlets.”
Food and drink tenancies would limited to 700sq m each.
The application states Keperra Quarter would only fill about 10 per cent of the demand for extra retail floor space to 2031 (not including demand for large format retail space).
Lan Keperra’s economic needs assessment said the neighbouring development planned by Brookfield Residential Properties would have 700 homes and up to 2000 residents who alone would generate demand for 4600sq m of retail floor space.
The centre was part of BRP’s plan approved by Brisbane City Council in 2017.
The assessment also said Keperra Quarter would create 37 jobs during construction and generate at least 95 jobs when open, putting $2.7 million into the local economy annually.
