Third application lodged for new housing development at Joyner South

Developer says there is an under supply of developable land in a booming region north of Brisbane.

THE dominoes continue to fall as yet another application has been lodged to create high density housing on a large acreage property north of Brisbane.

Pine Rivers Press revealed last month that developers have been circling Joyner South since it became known in about 2014 that the land would be rezoned to enable high density housing.

Joyner South does not yet have the required infrastructure to sustain a large number of houses, and the council’s own planning scheme states it should “Maintain the current semirural character” until such infrastructure is put in place.

Though the council, which has just 10 months left until the next election, has already approved one development at Joyner South and is now assessing two more.

Developer Pointcorp bought three adjacent properties at Joyner South that will soon become its 67-lot Flora estate while AA2 Apartments is proposing a 126-lot development on Samsonvale Rd.

The latest proposal is from Nundah-based McAndrew Property Group for 104 lots on the 8.7ha lot at 386 Samsonvale Rd, adjacent to One Mile Creek.

The three developments total 297 lots, and more applications are expected in coming months or years.

“We believe that the Moreton Bay Regional Council area is currently under supplied in available land supply and will likely get worse if land suitable for development is not made available to the market,” McAndrew Property Group director Matthew McAndrew said.

“Fragmented land ownership and a limited supply of suitably zoned land is impacting this land supply.”

The McAndrews Group proposed lots varying mostly between 195 sqm and 390 sqm. Just three of the 104 lots would be above 500 sqm.

“This represents an opportunity to bring to market suitable land with a range of lot sizes in proximity to the existing amenity within the area,” Mr McAndrew said.

“The development will cater for a variety of home buyers from first home buyers, local owners looking to upgrade and residents from the surrounding area who are looking to downsize from larger properties in the surrounding area.

“Based on our previous projects in the area, the majority of buyers are expected to come from within the surrounding suburbs as they look to remain part of their existing community while having housing choice.”

The development would require clearing a number of koala habitat trees near the creek, and it partly covers an area mapped as a Matter of State Environmental Significance.

A significant portion of the site is covered by an Environmental Offset Overlay, which makes it a “key ecological corridor” and it is also situated next to a “high risk flood hazard”, that being One Mile Creek.

The development also proposed to build its main internal access road along the boundary of the three adjoining properties.

That would mean residents living in those existing lots would have to endure an expected 100+ vehicles driving along their side/rear fences, at least twice a day.

The plans state about 40 per cent, or 3.52ha, of the site would be dedicated to the council as public open space, including a local park.

The developer is also exploring options to improve public transport options.

Council spokesman for Planning Cr Mick Gillam said council officers were yet to determine if this particular application had been Properly Made.

“If it is confirmed as Properly Made, an initial detailed technical assessment of the proposal will occur reviewing issues pertaining to environment, traffic, lot design and layout, and infrastructure provision, etc,” he said.

The application is subject to Code Assessment meaning there is no formal public notification period

Residents may still raise any concerns with the council during the assessment, Cr Gillam said.
