The Crime and Corruption Commission has revealed its investigation into former Townsville mayor Troy Thompson is complete, but there is still no word on when, or if, it will be released.

In a statement, the CCC said it was in the process of preparing a “draft public report”, but it would not be drawn on if it would be released.

“The CCC recognises the important role that public reporting on our work plays in promoting transparency and accountability in government and public institutions and we acknowledge the significant public interest in this matter,” he said.

The potential release of the report is against the clock, with voters to decide on Townsville’s new mayor on November 15. However, because this election is a postal vote, many residents may vote before that date.

Mr Thompson has revealed that he is standing in the upcoming by-election for Townsville Mayor, despite the looming results of the report.

Sources told the Bulletin that Mr Thompson received the report last week.

“Prior to making any decision as to whether or not to publish a report, the Commission must comply with relevant legal requirements,” the CCC statement said.

“Steps are presently being undertaken to comply with these requirements.”

Mr Thompson said he supported “transparency and accountability in public administration”.

“However, it is equally vital that any investigative or reporting process upholds the principles of natural justice, procedural fairness, and human rights — not only for elected representatives, but for the community that placed its trust in them,” he said in a statement.

“At this time, I am bound by strict confidentiality provisions under the Crime and Corruption Act 2001 (Qld), and therefore cannot comment on the content or findings of any report. I will continue to comply fully with those legal obligations and allow the appropriate processes to occur.”

Mr Thompson said he refuted any suggestion of criminality, dishonesty, or improper intent.

“All actions taken during my term as mayor were made in good faith, within lawful authority, and in the interests of the Townsville community,” he said.

“Any release or use of confidential investigative material in a way that influences or prejudices an election constitutes a breach of both public trust and democratic process.”
