Campbell Raymond Devenish placed on parole for repeated public nuisance offences

The 21-year-old had a penchant for committing public nuisance offences and was placed on parole after spending more than a month behind bars.

A Toowoomba man with a history of public nuisance type offences has been released from jail where he had spent 57 days for his latest offending.

Campbell Raymond Devenish appeared by video link from Arthur Gorrie Correctional Centre on Friday to plead guilty before Toowoomba Magistrates Court to five counts of public nuisance, three of common assault, four of breaching bail conditions and one of obstructing police.

Police prosecutor Sergeant Jacquelyn Miller told the court one of the common assault offences involved Devenish being at a woman friend’s Newtown unit on the night of December 3 and propositioning her for sex.

When the woman told him she would not be having sex with him, the 21-year-old replied “I’ve got a b**er” and lifted the woman by the waist and carried her upstairs.

However, when the woman told him that if he didn’t leave she would call police, he left, she said.

Devenish had also shaped up to a group of juveniles gathered outside the cinemas in Grand Central and offered to fight, culminating in him chasing a 13-year-old girl through the car park who he took a swing at, the court heard.

He had also caused a public nuisance when he was seen by customers to headbutt the ATM inside the Commonwealth Bank, Sgt Miller said.

Among his most serious matters was the common assault of a man on Ruthven St near the James St intersection about 5.45pm on December 14, she said.

Devenish and an associate had followed the man without his knowledge before the defendant’s associate punched the man in the back of the head and tried to snatch his backpack.

CCTV footage of the incident showed Devenish holding a large stick but not using it, Sgt Miller said.

Defence solicitor Michael Corbin told the court Devenish had mental health issues which were exacerbated by drug use and he had been diagnosed with bipolar.

His client had one-on-one full care under an NDIS package, he said.

Upon his release from jail, Devenish would be met by a Well Lives Services officer who would take him to a care house before he was to be settled in Oakey next month, he said.

Declaring the 57 days he had spent in custody as time served under the sentence, Magistrate Howard Osborne sentenced Devenish to three months in jail but ordered he be released on parole immediately.

For breaching bail and the probation order he was subject to at the time, Devenish was fined a total $1100 which was referred to SPER.
