Four-tower, $900m City East project to create 700 new CBD homes, 200-room hotel at Flinders and Pirie streets

A 39-storey housing and hotel precinct would tower over Adelaide’s East End, creating homes for city workers under a new bold new plan.

The city’s East End would be transformed with a four-tower, $900m housing and hotel development that would hit 39 storeys – if a developer takes it on.

The hunt is now on for a funding partner to develop the 8000sq m super-site between Pirie and Flinders streets.

A concept masterplan calls for a landmark precinct of more than 700 homes – 180 of them affordable – a 200-room hotel, retail and new greened-up public areas.

Close to shopping, dining and public transport options, the City East project would include other commercial and office spaces and vibrant new laneways and 20 social homes.

The collaboration between the state government, city council and two of SA’s biggest community housing providers – Junction and Unity Housing – aims to create more CBD housing for both city workers and lower-income families, to allow them to live in the heart of the city.

Housing Minister Nick Champion said City East would transform the East End.

“At the core of the housing offering is fairness, affordability and an opportunity in our housing market for those who want to enjoy the benefits of city living,” he said.

“Now we want a developer who shares our ambition to get on board with what will be a generational opportunity to make an everlasting change in our beautiful city.

The project would open new north-south walking trails and green spaces to tie the precinct together, with activated street frontages and laneway connections for vibrancy and liveability.

A national Expression of Interest process opens next week, calling for development groups to partner in the project.

The site is between 218 Flinders St and 251 Pirie St, just down from Hutt St.

Sizes and bedrooms numbers would be up to the developer, while Junction and Unity would secure funding for the affordable housing. It’s hoped the first homes would open in 2029.

What exactly goes where on the site would be up to the developer to negotiate.

The project complements the state government’s new plan to remove building height restrictions across the CBD, push for West Tce to become a housing hotspot, and an election pledge of $500m fund to support more housing in the city.

Unity Housing CEO Matthew Woodward said the precinct would set a new benchmark for “inclusive, affordable living” in the heart of the city.

“This project shows what’s possible when partners unite with a shared commitment to community, sustainability, and long-term social impact,” he said.

Junction CEO Maria Palumbo said the housing crisis demanded “innovative and collaborative solutions”.

“Housing in the CBD is critical to our state’s growth and prosperity,” she said.

“As Junction expands its reach across the metropolitan area, we are really excited to be part of this development which will support more people to live, work and thrive in the heart of our city.”

Lord Mayor of Adelaide, Jane Lomax-Smith, said the council was “serious” about hitting its population target of 50,000 residents by 2026.

“We are, and always will be, active in progressing and supporting property developments that create diversity in housing offerings and diversity in our population,” she said.

Groups can register interest through Commercial Advisors, Alinea Group and Colliers from Thursday.
