Developers behind Bli Bli’s Parklakes 3 file appeal

The developer behind a highly-contested housing estate, rejected by the Sunshine Coast Council due to flooding concerns, has commenced legal proceedings.

The developer behind a highly-contested housing estate, rejected by the Sunshine Coast Council due to flooding concerns, has commenced legal proceedings.

The development proposal, Parklakes 3, also referred to as the Bli Bli Northern Village, was first submitted to the Sunshine Coast Council by the developers, Focus Estates Pty Ltd and One Man Bli Bli Pty Ltd, in February 2022.

The development was expected to provide a child care centre and local shops, along with an undisclosed number of medium density homes.

Court documents show the developer filed an application to appeal the council’s recent refusal with the Planning and Environment Court last week.

The appeal notice stated a water engineering company advised the developer there would be no “grounds for refusal” due to the flooding concerns for the site.

“Overall, based on the review of the floor report and supporting model files, although there are a number of points that require clarification, it is unlikely that they will give rise to grounds for refusal,” the documents stated.

The developer also argues the plans will provide much-needed affordable housing on the Sunshine Coast.

“The proposed development provides for a diversity of land choices in a compact urban form that will support housing, with appropriate design offering a wide choice and mix of living options that provide affordability and adaptability,” the court documents stated.

The appeal notice comes after the plans for the development were ultimately knocked back by the council last month, after planning officers raised “significant” concerns regarding the development’s impact on the existing flood plain.

The planning officer’s report to councillors also stated there had been a total of 314 public submissions made in response to the proposal, with 151 in support of the housing development and 156 against.
