A resident, who could not be named for safety reasons, said she heard several explosions shortly before 6am.
"I heard a series of explosions, saw plumes of black smoke coming up and there was a horn sounding," she said.
She and several other residents called police.
The resident of 12 months said she had witnessed criminal activity at the boat ramp at the end of a dirt road.
"Before Christmas a car full of teens came down here and one of the kids was thrown out of the moving the car," she said.
"I happened to be jogging, I heard it and ran down and the car took off and I said to the kid 'are you OK what the hell is going on' and he ran off and said they were having a fight.
"I've heard screaming down there, seen drug deals, it's the worst place."
She said security cameras could help reduce crime at the boat ramp.
