An elderly man fronted the Roma Magistrates Court accused of possessing and making up to 300,000 child porn images.
Keith Kemp, in his 70s, fronted the court on July 22 charged with making child exploitation material and three counts of possessing child exploitation material.
He was charged with unlawful stalking of a 13-year-old boy after he offered him a lift home in Roma, however the charge was dropped due to a technicality, police prosecutor Barry Stevens told the court.
“Technically, the stalking charge can only be proved if it occurred one or more occasions, or if it was prolonged and this didn’t meet the strict criteria,” he said.
The case has sat in the Magistrates Court for close to two years after Kemp was intercepted by police in September, 2019.
Magistrate Peter Saggers has constantly requested the man sort out his solicitor and Legal Aid funding, saying the matter needed to progress.
Kemp is yet to enter a plea and will front the Roma District Court later this year.
The matter came to the attention of police after the 13-year-old ran away from Kemp after he allegedly said, “I can give you a lift home, I have a GPS in my car and can take you anywhere you want to go”.
Police located Kemp, who was 68 at the time, at the Roma library and found dash camera equipment, a laptop and electronic storage devices in his car.
Sergeant Stevens said on Page 1 of his submission, there were 270,000 images and page 2 had 180,000 photos.
“It looks like there are CEM (child exploitation material) of around 3000 images,” he said.
He noted there were images of child-adult penetration, child and non-penetration, bestiality, animated and adult porn.
Despite the unlawful stalking charge being dropped, Sergeant Stevens submitted a restraining order be put in place.
“All we are asking is this child, now 15, not be approached by the defendant,” he said.
“I see no reason why this would cause any inconvenience to (Kemp) as he now lives in Brisbane.
“It’s about peace of mind and (the boy) can move on with his life.”
Kemp’s solicitor Bouchier Khan opposed the order, saying Kemp had been out on bail since May 2020 and if there was a real concern, there would have been a restraining order in place back then.
The magistrate said he was concerned a 68-year-old man approached the 13-year-old boy to offer him a lift home.
“He had no relationship with the boy,” he said.
Kemp was restrained from the boy and is not allowed to directly or indirectly contact him or go within 50 metres of him until January 2024.
Kemp must report to police once a week and only use internet for banking, emailing and legal purposes.
