The identities of three Central Queensland child sex offenders busted breaching strict reporting conditions can be revealed along with what happened to them in court.

Three registered child sex offenders have faced a Central Queensland court after they were busted breaching strict reporting conditions.

Here’s who they are:

Christian Mark Fabre, 44

Fabre pleaded guilty in Gladstone Magistrates Court on April 30 to three counts of failing to comply with reporting obligations under the Child Protection Act.

The court heard that on September 2, 2024, at West Gladstone, Fabre failed to report “reportable contact” with a child.

Then on December 29, 2024, at West Gladstone, Fabre failed to report a premises where he could generally be found, the court was told.

The following day, he failed to report travel to New South Wales as required.

Police prosecutor Sergeant Merrilyn Hoskins said the issue for Fabre was these offences were not the first time he had breached his reporting conditions under the Child Protection Act.

The court heard that Fabre had previously been fined and also received a suspended sentence for such breaches - and these latest offences occurred during the operational period of a suspended sentence.

He had a two-page criminal history.

Solicitor Jun Pepito tendered letters to the court from Fabre’s current partner as well as his employer and Magistrate Mary Buchanan read those.

Mr Pepito said Fabre suffered from depression and he had co-operated with the administration of justice.

Prior to imposing penalty, Magistrate Buchanan noted that Fabre became subject to reporting conditions after he was sentenced in the District Court at Gladstone for using a carriage service to access child exploitation material.

She also noted that at the time of sentencing for these latest offences on April 30, 2025, Fabre’s reporting period under the Child Protection Act had finished.

Ms Buchanan activated the suspended sentence and sentenced Fabre to six months’ jail with immediate parole.

A conviction was recorded.

Raymond Glen Norris, 51

Norris pleaded guilty in Gladstone Magistrates Court on April 30 to five counts of failing to comply with reporting obligations under the Child Protection Act.

The court heard that Norris’ offending all happened at Turkey Beach and involved him failing to report his use of five social networking sites between October 2023 and March 2025.

The court heard that Norris had no prior breaches of his reporting obligations and police prosecutor Sergeant Merrilyn Hoskins sought a “large fine” for this offending.

Solicitor Jun Pepito said Norris, who was employed, had completed several self-improvement courses as part of his rehabilitation and documents were tendered to the court supporting that.

Mr Pepito said Norris was remorseful for this offending and he submitted a fine would be appropriate.

Magistrate Mary Buchanan fined Norris $1500 and a conviction was recorded.

Michael Patrick Hallinan, 58

Hallinan pleaded guilty in Gladstone Magistrates Court on April 23 to one count of failing to comply with reporting obligations under the Child Protection Act.

The court heard that on January 27, 2025, at Gladstone, Hallinan failed to report a premises where he generally resided.

Hallinan had a five-page criminal history and police prosecutor Sergeant Merrilyn Hoskins sought a term of imprisonment, wholly suspended, for this latest offence.

Solicitor Rio Ramos said a fine was still in range as this was the first time Hallinan had breached his reporting conditions.

She said in relation to this offence, Hallinan had moved home.

Ms Ramos said Hallinan saw a community mental health service every second day for his health conditions.

Acting Magistrate Nigel Rees warned Hallinan that if he breached his reporting conditions again, he would be looking at a term of imprisonment.

Mr Rees fined Hallinan $500 and a conviction was recorded.
