In May this year councillor Darren Everard called for a report on options relating to the establishment of a curfew.

The report was called after the council received complaints from residents about helicopter noise at night.

But the report, tabled at Wednesday's council meeting said a curfew could not be established at the region's airports because it was out of the council's control.

The legislation for establishing a curfew lies with the Commonwealth.

Cr Everard said aviation noise was a complex issue which needed to be explained to residents.

He pledged to door knock homes around the airport to notify people about aircraft noise.

"We have two hands tied behind our back," he said.

About 95% of aviation noise complaints come from the Wondunna area.

The Fraser Coast Regional Council will work to establish a Fly Neighbourly Agreement with operators.

The agreement is a voluntary set of rules between aircraft operators and airports to reduce the disturbance caused by aircraft.
