CLIVE Palmer will repeal every piece of legislation passed by the Newman Government if his party wins power in the next state election.

The federal MP today predicted a state election would be called before the May federal budget, with the Palmer United Party running in key seats across the state.

"The message for Queenslanders is - "help is on its way,'' Mr Palmer said during a press conference at his Coolum resort.

Mr Palmer said Queenslanders were ready to embrace the PUP as a legitimate political force after its stunning debut in last September's federal election.

And the PUP's priority on gaining power in Queensland would be to clean out the ruling LNP's legislative locker, lock stock and barrel.

"When I say everything I mean everything - I am not targeting any one single thing I am targeting everything.''

From bikie laws to union busting legislation to the rolling back of civil unions, Queensland would be returned to its pre-Campbell Newman state under a PUP Government, he said.

Mr Palmer said he was reasonably confident Mr Newman would call an election before the "pain" of Prime Minister Tony Abbott's first budget hits the electorate in early May.

"They (The LNP Government) also want to sell off state assets so they will seek a mandate to do that this year.''

But while he intends to control the state, Mr Palmer will not be running any candidates in either of the two looming by-elections at Griffith and Redcliff, preferring to concentrate on the looming Tasmanian election instead.

He believes there is a concentrated effort to lock the PUP out of the Tasmanian election which he believes could be called in the next one or two weeks.

But if his team cannot run under the PUP banner they will stand as independents, and the Palmer bankroll will ensure the public knows there background.

"Everyone will know why they are.''
