A Victoria Police spokesman said on Wednesday the teen “was released pending summons”.

A resident said he ran toward the house when he noticed the smoke and was one of the first to the scene.

It’s understood one person was at the home at the time and escaped the blaze.

“It was blacked out with smoke and then the house just started burning down,” the resident said.

“I saw the firefighters broke in through the back and then cut the garage to get in.”

Another resident said by the time firefighters got to the scene, the entire house was engulfed by flames.

“It looks like the fire started in their kitchen because the middle of the roof over the kitchen collapsed first,” the resident said.

“Everyone rushed to help.

“It’s just sad … someone’s dream … treasures gone.”
