Queensland Police Commissioner Katarina Carroll has slammed the actions of two teens who returned to Queensland after a trip to Melbourne and Sydney and contracted COVID-19, risking the health of Queenslanders.

“They went to extraordinary lengths to be deceitful and deceptive and quite frankly criminal in their behaviour and that is what has put the community at risk,” she said.

There were three new cases in Queensland overnight. They include one international arrival and two interstate arrivals who have been self isolating.

Queensland’s Chief Health Officer Dr Jeannette Young said Queenslanders would need to be extra vigilant as authorities did not know where the second COVID-positive 19-year-old had been.

She said the first woman had told contact tracers where she had been.

“Unfortunately the second confirmed case has not wanted to let us know where she has been,” she said.

“I don’t know where that second case has been.

“I am worried about the second individual who had not been cooperative and has not shared where she has been,” she said.

“People should be very cautious ... this is the time to go and get tested.”

Deputy Commissioner Steve Gollschewski said the woman was being compelled to answer questions, but still wasn’t.

He would not reveal how police were working to trace her movements without her cooperation, but said the were leaving “no stone unturned”.

Mr Gollschewski said the women had lied about where they had been, rather than their identities.

He also confirmed the women had been to a party in Melbourne that had been broken up by officers at which up to 30 people had attended.

Police Commissioner Katarina Carroll said she was “bitterly disappointed” Queensland was at this stage.

She said the women involved had been particularly deceitful and had been given notices to appear in court.

“We have planned for this, we have exercised this ... everyone in Queensland can have confidence that what we are doing to protect our state is working extremely well,” she said.

The Police Commissioner said the women had received infringement notices at the party.

She said there would always be a small number of people who did the wrong thing.

“We have got a group of people whether it’s at the borders or in everyday life doing the wrong thing,” she said.

She said they had spent an “awful long time” planning their deceit.

“I believe that obviously there were plans going into Victoria about what they were going to do there and how they were going to get back,” she said.

She said there would always be people who had a “reckless disregard for others”, like these women.

“These people still are not being cooperative,” she said.

“Police will obviously take some action in relation to that.”

Asked if the women’s actions warranted jail time, Ms Carroll said she hoped the court would look at it very seriously.

Dr Young said authorities would have to wait at least another 48 hours of testing before they could decide whether the situation was in hand.

“We want to really clamp on this as quickly as we can,” she said.

She said authorities were prepared for a second wave and were working towards making sure that there wasn’t one.
