Dianna Pedler said she was left terrified after she saw a man allegedly driving at her on the wrong side of the road on the Monash Freeway.

A 27-year-old woman says she was left fearing for her life after she saw a man allegedly driving directly at her on the wrong side of the Monash Freeway at "100km/h".

Dianna Pedler was returning home from Nar Nar Goon in Gippsland to Hallam when she was confronted with what the police are calling an "erratic driver".

Ms Pedler said it was about 4am and she had only been on the road for five minutes.

Then Ms Pedler said she saw something that was "just chilling"

"All of a sudden I see smoke all over the road and a white car coming at me," she said.

"It looked like he was missing two tyres, he was sliding all over the road.

"He was coming towards me ... I had to swerve or he would have hit me at 100km/h."

Ms Pedler's friends, who were also on the road in another car, also stopped in the emergency lane.

"I was shaking and vomiting," she said.

Ms Pedler said it took them an hour before they could muster the courage to get back in their cars and drive home.

Victoria Police spokeswoman Natalie Webster said the driver, a 23-year-old Traralgon man, was arrested  and police were appealing for any witnesses to come forward.

"The driver ... was first sighted in Intrepid Drive, Berwick about 3.40am," Ms Webster said.

"When police attempted to intercept him he refused to stop.

"The man then drove his white 2003 Holden Commodore outbound along the inbound lanes of the Monash Freeway."

About 500 metres from the Tynong Road exit in Tynong, the man’s car caught fire.

The fire occurred about 4.10am and the driver, who was the sole occupant of the vehicle,  ran from the car, police say.

He was subsequently arrested by police, including the dog squad, in nearby bushland.

He remains in custody and is expected to be interviewed on Sunday.

Police from Dandenong Divisional Response Unit appealed for anyone who saw the man driving down the Monash Freeway to come forward.

"It’s believed around 10 cars and possibly a truck drove past him," Ms Webster said.
