Multibillion-dollar Burswood project’s second twin-tower plan up for approval

A $160 million, 204-apartment twin-tower development at Belmont Racecourse has been recommended for approval at a Perth planning panel meeting on Wednesday.

The “West Tower” is proposed at 19 storeys, “Tower B” at 22, and the two would be linked by a multi-storey car park and an integrated racing steward’s box for the adjacent racecourse, all overlooking the city, racecourse and river.

More than half the apartments would be two-bedroom, with 57 more to be three-bedroom, 32 to be one-bedroom and a single four-bedroom penthouse. About 10 apartments will be designated affordable housing and made available for sale or lease through a community housing provider, and 40 will meet requirements enabling “ageing in place” for seniors.

Bells and whistles include a cinema, gym, cocktail lounge, pool, outdoor dining areas, 40 new trees, a roof garden and solar panels.

A commitment to achieving an equivalent 5-star Green Star rating has to be self-assessed; as Town of Victoria Park officers noted, it being partly built upon wetlands disqualifies it for formal Green Star Certification.

The Town has drafted conditions to ensure that “a rigorous approach is taken” to verifying that the developer delivers on the green star targets.

The Town’s design review panel described the towers as “well articulated with a bold sculptural quality.”

The complete Burswood Point plan is years in the making and includes 4500 homes, 90,000 square metres of office and retail space and 110,000 square metres of public open space – more than Langley Park offers – on the 38-hectare site, which incorporates more than 2.5 kilometres of Swan River foreshore.

Two development applications were approved in September 2023 for luxury riverside apartments and townhouses in the North Park area (one being for 41 dwellings, the other for 33), and another $150 million two-tower development (18 and 26 storeys) was approved in February.

Golden Sedayu managing director Andrew Sugiaputra has previously called Burswood Point one of the largest urban development projects ever undertaken in Australia, and the most ambitious mixed-use redevelopment under way in Perth.

The Metro Inner Development Assessment Panel will consider the Town of Victoria Park’s recommendation for conditional approval at its meeting at 9.30am Wednesday.
