She was allegedly riding an e-scooter when it hit the man who was taken to Royal Perth Hospital after the incident in Perth’s CBD on Saturday night around 8.40pm.

Another woman was allegedly riding on the back of the scooter at the time.

On Monday, the court heard Kemp was in Australia on a four-month visa from the UK, prompting prosecutors to oppose bail stating she was a “flight risk”.

Kemp’s duty lawyer told the court his client was willing to surrender her passport and her partner would provide surety to the court but the magistrate said surety could only be given from someone with strong ties to WA.

The court heard she had no residential address, had booked a hotel for the night and secured a lease on a rental property but was yet to move in.

“These are contentious matters in the community at the moment,” the magistrate told the court, adjourning her bail application for Kemp’s partner to provide the court with a lease address and to find a WA person to act as surety.

She will remain in custody overnight and reappear before the magistrate’s court on Tuesday.

Police said Kemp was also treated by paramedics for minor injuries after the incident but did not require hospitalisation.

“The 26-year-old female pillion passenger was conveyed to Royal Perth Hospital for treatment of non-life-threatening injuries,” they said.

The 51-year-old man remains in hospital in a critical condition.

Police are urging any witnesses or anyone with information relating to the incident to call Crime Stoppers on 1800 333 000 or report the information online.

The news comes after the death of WA man Kevin Sanders just last week in East Fremantle in an e-scooter collision with a truck.
