Singapore | East Timor independence leader Jose Ramos-Horta has likely fallen just shy of a majority in the country’s presidential election but is expected to romp home in a second round of voting on April 19.

The almost certain return to power by the 72-year-old Nobel Laureate has cemented the kingmaker reputation of the country’s first president and former resistance leader Xanana Gusmao.
