Malaysian-backed developer Beulah International has unveiled towering plans for a $2 billion redevelopment of the BMW site in Melbourne's Southbank, but its sky-high ambitions may fall foul of air safety rules.

After a six-month global search, Beulah on Wednesday unveiled its proposal, dubbed Green Spine, by Dutch architecture firm UNStudio and Melbourne-based Cox Architecture.
