The year 1985 was a landmark for Victorian infrastructure. Two significant projects were completed: the reconstruction of Box Hill Station and the opening of Flagstaff Station, marking the completion of the CBD’s City Loop.

These two projects are instructive case studies of what has come to be termed “transit-oriented development”, demonstrating how big infrastructure investments can be a catalyst for urban and economic growth.
