The Ruby Princess cruise ship was deemed a low infection risk because NSW Health based its assessment on the wrong number of sick passengers, a NSW special inquiry into the tragic liner heard on Tuesday.

Health Department officials assessed the ship on the basis of the number of ill passengers sent to them 18 hours before the ship docked in Sydney.
