On a Wednesday morning in late March, Roger Cook was walking the halls of federal parliament.

Ostensibly, the West Australian premier was in the nation’s capital to open the “WA Hub”, a showcase for best of business, tourism and other enterprises in his state, and which media and staffers only half-joked would act as its embassy in Canberra.
