Scott Morrison says there is no guarantee any state will adopt a new national definition of a coronavirus hotspot which is being designed as an alternative to the blunt instrument of border closures.

As the Prime Minister escalated his call for the domestic economy to be open by Christmas – as it should have been by late July before the Victorian outbreak – he said the new hotspot definition would be presented to state and territory leaders at Friday's national cabinet meeting.
