Prime Minister Scott Morrison urged Daniel Andrews to accept federal offers for 1000 Australian Defence Force troops to help guard quarantine hotels in early July, to "allow a significant expansion of compliance and welfare activity".
In the explosive letters written directly by Mr Morrison, he pressured the Victorian Premier to accept the offer in light of the state's rapidly increased coronavirus infections.
