Anthony Albanese has sounded the death knell for Labor's franking credits policy and has indicated his party will not go to the next election promising to outspend the government by billions on health and education.

A day after a comprehensive review into Labor's election loss gave Mr Albanese the green light to overhaul the party's policy agenda, processes and philosophy, he promised a new direction that would restore Labor as the party of economic growth and aspiration, as well as fairness.
