State and territory governments are now living examples of the moral hazard of pretending to protect their citizens from even a handful of cases of COVID-19 while each shifting some of the resulting costs of supporting businesses and households onto others.
No state premier will hazard a timeline for reopening their borders even to virus-safe states. The Northern Territory Chief Minister is happy to suggest that the Top End might stay shut for 18 months. That kind of talk, and the freelance opening and shutting of borders, should not go on.
