The passage of legislation for Labor’s climate change target to reduce emissions by 43 per cent was only the beginning, Climate Change Minister Chris Bowen has cautioned, with the design of the safeguard mechanism and other aspects of the policy the next big challenge.

Speaking after the climate target legislation passed the House of Representatives by 89 votes to 55, Mr Bowen said, “the work begins today”.
