Lawyers leading a class action into the Ruby Princess debacle say a bruising report has shown up significant mistakes by the ship's owners and cruise operators, alleging failures in duty of care.

NSW Premier Gladys Berejiklian spent the weekend considering a 315-page inquiry report by commissioner Bret Walker, SC, including findings that NSW Health missed a "significant spike" in the number of sick people on board, ahead of the ship docking in Sydney on March 19.
