The Victorian Bushfires Royal Commission has been confronted with rival theories for emergency management failures during the Black Saturday fires.

The final sitting yesterday, after 155 hearing days spread across more than a year, concluded with one minute’s silence to recall the 173 victims of the fires on February 7, 2009.
